CRANSTON — The biggest barrier people face in switching to electric heat pumps from heating systems that use natural gas or oil is the upfront cost.  Converting homes to high-efficiency heat pumps that rely on electricity rather than fossil fuels is considered an essential step to reduce greenhouse gas emissions and start to address the causes of climate change, but the purchase and installation of such devices can be around $10,000 or more. The Biden administration's Inflation Reduction Act, passed by Congress in August, aims to help remove that obstacle by channeling a record $370 billion in federal funding to clean energy technologies, including subsidies for new heating systems, as well as solar panels and electric cars, but, for the most part, people will have to apply for the incentives.
