Jeffrey Diehl, CEO of RI Infrastructure Bank, resigns. What we know. Jeffrey Diehl is no longer the head of the Rhode Island Infrastructure Bank. After seven years in charge of the quasi-public agency, Diehl resigned Thursday and the board of directors appointed former East Providence Economic Development Director William Fazioli to replace him, according to Infrastructure Bank spokesman Chris Hunter. No further details of why Diehl resigned were immediately available, including whether he had been asked to step down or whether he is being paid a severance package.
